Sir,

I am directed by Mr Secretary Long to inform you that his attention has been drawn to the fact that since the 14th October, 1916, you have been in receipt of a detached duty allowance at the rate of 28/6d a day.

2. Mr Long has been in communication with the Treasury on the matter, and he is informed that, if this allowance were drawn by an officer lent from the Home service for Naval service during the war, a corresponding deduction would be made from the balance of his civil salary payable to him under the Treasury Circulars of August, 1914.

2. As you are aware, it is the custom of this Department to follow the practice of the Treasury in deciding whether
